The Federal Maritime Commission (FMC) was established in 1961 as an independent agency of the Government of the United States of America, responsible for the regulation of maritime transport in the foreign trade of the United States. The commission has five members nominated by the President with the advice and consensus of the Washington, D.C.-based Senate.
The FMC's mission is to protect US shippers, carriers and others involved in foreign trade from restrictive regulations and foreign government regulations and practices of foreign flag carriers that could adversely affect trade with the United States; Investigates discriminatory or unreasonable rates, charges, classifications, and practices of ocean carriers, terminal operators, and freight forwarders operating in the foreign trade of the United States; regulates rates, charges, classifications, rules, and regulations contained in the rates of carriers controlled by foreign governments and that operate in traffic with the United States in order to guarantee that these issues are fair and reasonable; US-based Ocean Freight Intermediary licenses.
